California! Water issues ... again?

Not long ago they had more water than they could stand, and NOW, TODAY, they're asking neighboring States to 'consume less' from a joint supply!

Correct me if I'm wrong, but wasn't California complaining of no water, no rain, etc. Etc. Etc., to too much water to not enough water, and NOW asking neighboring States to cutback on their overall water consumption?

What in the fresh hell is going on here?

One minute it’s doom and gloom, the Apocalypse, THE END, to, “we thank you oh Lord for this rain and snowmelt of which we are about to receive…” too “Oh my God the end is near again! Save water! … build some dams …”
